A Spill Prevention Control & Countermeasure (SPCC) plan is a facility-specific, comprehensive plan outlining both the containment and countermeasures implemented to prevent a spill from occurring and a series of response procedures in the event that one does. The SPCC plan addresses the following three areas:
• Operating procedures that prevent spills • Control measures installed to prevent a spill from reaching the environment • Countermeasures to contain, clean-up and mitigate the effects of an oil spill that reaches the environment

One of the most common compositions for granular absorbents is diatomaceous earth, which is 80-90% silica based.
OSHA's recent final rule on limiting exposure to respirable crystalline silica was issued to curb lung cancer, silicosis, chronic obstructive pulmonary disease and kidney disease. All of which have been linked to high levels of silica.
